yes this is the most of the ppl used to do before , u have to apply and wait for 2 to 3 weeks till they till u how much they will make it and its about 40% ...
and many ppl didnt know that how to make the fine less and get a discount .

Addition to what you have said, not all fines applicable for discounts :) Also the mulkeyya validity should be only 2 months or less!
